TEORI PEMBANGUNAN EKONOMI
1.      MASHAB HISTERISMUS ( FREDERICH LIST, DLL )
Mazhab Historimus
Mazhab ini melihat pembangunan ekonomi berdasarkan suatu pola pendekatan yang berpangkal pada perspektif sejarah.
Friedrich List
Menurut List sistem liberalisme yang laissez-faire dapat menjamin alokasi sumberdaya secara optimal. Perkembangan ekonomi sebenarnya tergantung pada peranan pemerintah, organisasi swasta, dan lingkungan kebudayaan. Perkembangan ekonomi hanya akan terjadi jika dalam masyarakat ada kebebasan dalam organisasi politik dan kebebasan perorangan. List juga menegaska bahwa negara dan pemerintah harus melindungi kepentingan golongan lemah di antara masyarakat.
Perkembangan ekonomi, menurut List melalui 5 tahap yaitu,
a. Tahap Primitif
b. Tahap beternak
c. Tahap pertanian
d. Tahap pertanian dan industri pengolahan
e. Tahap pertanian, indusrti pengolahan dan perdagangan.
Bruno Hildebrant
Pemikiran Hildebrant selalu menekankan evolusi dalam perekonomian masyarakat. Menurut Bruno perkembangan ekonomi didasarkan pada cara distribusi, oleh karena itu ia mengemukakan 3 sistem distribusi yaitu:
a. Perekonomian barter ( natural )
b. Perekonomian uang
c. Perekonomian kredit
Hildebrand ternyata tidak memberi sumbangan yang berarti terhadap peralatan analistis di bidang ilmu ekonomi.
Karl Bucher
Pendapatnya merupakan sintesa dari pendapat List dan Hildebrand. Menurut Bucher perkembangan ekonomi melalui 3 tahap, yaitu:
a. Produksi untuk kebutuhan sendiri ( subsisten )
b. Perekonomian kota dimana pertukaran sudah meluas
c. Perekonomian nasional dimana peran pedagang menjadi semakin penting
MASHAB ANALITIS ( KLASIK, NEO KLASIK, KEYNEIAN )
Teori-teori perkembangan dari beberapa penganut aliran Klasik diantaranya Adam Smith, David Ricardo, dan Thomas Robert Malthus.
Adam Smith
Menurut Adam Smith, untuk berlangsung perkembangan ekonomi diperlukan adanya spesialisasi atau pembagian kerja agar produktivitas tenaga kerja bertambah. Spesialisasi dalam proses produksi akan dapat meningkatkan produksi akan dapat meningkatkan ketrampilan tenaga kerja, dapat mendorong ditemukannya alat-alat atau mesin-mesin baru dan akhirnya dapat mempercepat dan meningkatkan produksi. Sebelum adanya pembagian kerja harus ada akumulasi kapital terlebih dahulu dan akumulasi kapital ini berasal dari dana tabungan. Smith juga menitikberatkan pada “luas pasar”. Pasar harus seluas mungkin dapat menampung hasil produksi, sehingga perdagangan internasional menarik perhatiannya kerena hubungan perdagangan internasional itu menambah luasnya pasar sehingga pasar terdiri dari pasar dalam negeri dan pasar luar negeri.
Menurut Smith, sekali pertumbuhan itu mulai maka bersifat kumulatif, artinya bila ada pasar yang cukup dan ada akumulasi kapital, pembagian kerja akan terjadi dan akan menaikkan tingkat produktivitas tenaga kerja. Kenaikan produktivitas akan menaikan penghasilan nasional dan memperbesar jumlah penduduk. Jadi spesialisasi yang semakin besar membutuhkan pasar yang semakin luas and dorongan untuk membuat alat-alat baru makin bertambah. Dilain pihak naiknya produktivitas akan mengakibatkan tingkat upah naik dan ada akumulasi kapital. Tetapi karena sumberdaya alam terbatas, maka keuntungan maka keuntungan akan menurun karena berlakunya hukum pertambahan hasil yang semakin berkurang. Pada tingkat inilah perembangan mengalami kemacetan atau berhenti.
David Ricardo
Menurut David Ricardo ada tiga golongan masyarakat yaitu: golongan kapitalis, golongan buruh dan golongan tuan tanah. Golongan kapitalis adalah golongan yang memimpin produksi dan memegang peranan yang penting karena mereka selalu mencari keuntungan dan menginvestasikan kembali pendapatannya dalam bentuk akumulasi kapital yang mengakibatkan naiknya pendapatan nasional lebih besar lagi. Contohnya: golongan buruh dan golongan tuan tanah. Golongan buruh tergantung pada golongan kapitalisme dan merupakan golongan yang terbesar dalam masyarakat. Golongan tuan hanya menerima sewa saja dari golongan kapitalis atas areal tanah yang disewakan.
Menurut David Ricardo bila jumlah penduduk bertambah terus dan akumulasi kapital terus menerus terjadi, maka tanah yang subur menjadi kurang jumlahnya atau semakin langka. Akibatnya berlaku hukum tambah hasil yang semakin berkurang. Selain itu ada persaingan diantara kapitalis-kapitalis itu sendiri dalammenolah tanah ynag semakin kurang kesuburannya dan akibatnya keuntungan mereka semakin menurun hingga sampai pada tinkat keuntungan yang normal saja.
Dalam pendapatan nasional, tampak bahwa upah dan sewa meningkat terus, sedangkan laba menurun dengan semakin berkembangnya waktu. Dalam pendapatan perkapita, upah selalu tetap pada tingkat batas, laba menurun dan sewa meningkat. Hal ini dikarenakan oleh semakin langkanya sumberdaya tanah, sehingga sewa menjadi semakin mahal dan laba kurang.
Pendapatan nasional dibagi menjadi tiga bagian yaitu upah, sewa, dan keuntungan, masing-masing untuk pendapatan tenaga kerja (buruh), tuan tanah, dan kapitalis. Jadi maksud dari pembagian/penggolongan itu adalah untuk mengetahui unsur pendapatan yang manakah yang paling besar pengaruhnya terhadap perkembangan ekonomi.
David Ricardo juga membedakan antara penerimaan bruto (gross revenue) dan penerimaan neto (net revenue). Penerimaan bruto adalah nilai pasar dari barang-barang akhir yang dibuat dalam suwatu waktu tertentu. Penerimaan neto adalah pendapatan (economic surplus) yang memungkinkan adanya pertumbuhan selanjutnya. Adanya penerimaan bersih karena buruh dapat menghasilkan sesuatu ynag melebihi suatu tingkat nilai yang dibutuhkan untuk mempertahankan hidupnya. Jadi penerimaan neto yang menyebabkan adanya perkembangan ekonomi apabila digunakan untuk akumulasi kapital. Bila penerimaan neto ini berkurang karena berlakunya hukum pertambahan hasil yang semakin berkurang berarti pembagian pendapatan menjadi lain bentuknya, sehingga keuntungan yang diterima oleh kapitalis berkurang dan perkembangan selanjutnya berhenti. Jadi penerimaan neto yang merupakan keuntungan ini akan semakin berkurang karena tanah-tanah terbatas dan pemanfaatannya akan bergeser.
Thomas Robert Malthus
Menurut Malthus kenaikan jumlah penduduk ang terus menerus merpakan unsur yang perlu untuk adanya tambahan permintaan. Tetapi kenaikan jumlah penduduk tanpa dibarengi dengan kemajuan faktor-faktor atau unsur-unsur perkembangan yang lain tentu tidak menaikan pendapatan dan tidak menaikan permintaan. Dengan demikian tumbuhnya jumlah penduduk saja justru akan menurunkan tingkat upah dan berarti memperendah biaya produksi. Turunnya biaya produksi akan memperbesar keuntungan-keuntungan para kapitalis dan mendorong mereka untuk terus berproduksi, tetapi keadaan ini sifatnya hanya sementara, sebab permintaan efektif (effective demad) akan semakin berkurang karena pendapatan buruh juga semakin berkurang
Aliran neo-klasik mempelajari tingkat bunga yaitu harga modal yang menghubungkan nilai pad saat ini dan saat yang akan datang. Pendapat neo-klasik mengenai perkembangan ekonomi dapat diikhtisarkan sebagai berikut:
a. Adanya akumulasi capital merupakan faktor penting dalam perkembangan ekonomi
Menurut neo-klasik, tingakat bunga dan tingkat pendapatan menentukan tingginya tingkat investasi. Tingkat bunga rendah, maka investasi akan tinggi dan sebaliknya. Kemajuan teknologi merupakan salah satu faktor pendorong kenaikan pendapatan nasional. Perubahan teknologi menurut neo-klasik adalah penemuan-penemuan baru yang mengurangi penggunaan tenaga buruh atau relatif lebih bersifat “penghematan buruh” (labor saving) daripada penghematan kapital (capital saving). Jadi kemajuan-kemajuan teknik akan menciptakan permintaan yang kuat akan barang-barang kapital.
b. Perkembangan sebagai proses yang gradual
Perkembangan merupakan proses yang gredual dan terus menerus. Alfred Marshall menganggap bahwa perekonomian sebagai suatu kehidupan organik yang tumbuh dan berkembang perlahan-lahan sebagai proses yang gradual.
c. Perkembangan sebagai proses yang harmonis dan kumulatif
Perkembangan sebagai proses yang harmonis dan kumulatif ialah proses ini meliputi berbagai faktor dimana faktor-faktor itu tumbuh bersama-sama. Marshal menggambarkan harmonisnya perkembangan itu karena adanya internal economies dan external economies. Intrnal economies timbul karena adanya kenaikan skala produksi yang tergantung pada sumber-sumber dan efisiensi dari perusahaan. External economies tergantung pada industri pada umumnya yang menyediakan kebutuhan-kebutuhan antar industri. Internal economies merupakan hasil dari adanya mesin-mesin yang lebih luas, managemen yang lebih baik dan sebagainya sehingga ada kenaikan poduksi. External economies timbul karena kenaikan produksi pada umumnya dan ada hubungannya dengan pekembangan pengetahuan dan kebudayaan selain itu meliputi timbulnya industri-industri cabang yang saling membantu satu sama lain demi kelancaran produksi, timbul fasilitas-fasilitas transpor dan perhubungan yang modern. Marshal menekankan pada sifat saling ketergantungan dan kontemporer dari perekonomian.
d. Optimis terhadap perkembangan ekonomi
Kalsik mengatakan bahwa pertumbuhan ekonomi akan macet karena terbatasnya sumber daya alam. Neo-klasik berpendapat bahwa ada kemampuan manusia untuk mengatasi terbatasnya pertumbuhan itu dan selalu akan ada kemajauan-kemajuan pengetahuan teknik secara gradual dan kontinyu.
e. Aspek internasional perkembangan ekonomi
TEORI SCHUMPETER
Jalannya perkembangan ekonomi
Perkembangan ekonomi bukan merupakan proses yang harmonis atau gradual, tetapi merupakan perubahan yang spontan dan terputus-putus (discontinuous), yaitu gangguan-gangguan terhadap keseimbangan yang telah ada. Perkembangan ekonomi disebabkan oleh adanya perubahan-perubahan terutama dalam lapangan industri dan perdagangan. Berproduksi berarti mengkombinasikan bahan-bahan dan tenaga yang ada atau yang dapat dicapai menghasilkan barang dengan metode lain (inovasi). Inovasi dapat berbentuk lima hal yaiu:
a. Mengemukakan atau mengenalkan barang-barang baru, atau barang-barang yang berkualitas baru yang belum dikenal oleh konsumen
b. Mengenalkan suatu metode produksi yang baru
c. Penemuan sumber-sumber ekonomi baru
d. Menjalankan organisasi baru dalam industri
Adanya kemungkinan inovasi perlu, tetapi belum cukup mendorong perkembangan ekonomi. Maka untuk adanya perkembangan ekonomi masih diperlukan pelaksanaan inovasi-inovasi yang dalam hal ini dilakukan oleh wiraswasta. Neo-klasik menekankan penggunaan tabungan untuk investasi. Sebaliknya menurut Schumpeter, perkembangan-perkembangan selanjutnya tidak bersifat gradual, tetapi mengandung ketidakpastian dan resiko yang besar, sehingga tidak dapat diperhitungjan dulu dan akan timbul keraguan dalam mengembangkan usahanya. Menurut Schumpeter motif-moif wiraswasta untuk menaikan keuntungan atau standar hidup untuk dapat menang dalam persaingan dan memperoleh kedudukan monopoli. Kunci teori Schumpeter ialah untuk perkembangan ekonomi faktor yang terpenting adalah wiraswasta (enterpreneur).
TEORI KETERGANTUNGAN
TEORI KETERGANTUNGAN (DEPENDENCY)
Menurut Theotonio Dos Santos, Dependensi (ketergantungan) adalah keadaan dimana kehidupan ekonomi negara – negara tertentu dipengaruhi oleh perkembangan dan ekspansi dari kehidupan ekonomi negara – negara lain, di mana negara – negara tertentu ini hanya berperan sebagai penerima akibat saja. Negara – negara pinggiran yang pra-kapitalis merupakan Negara – negara yang tidak dinamis, yang memakai cara produksi Asia yang berlainan dengan cara produksi feodal Eropa yang menghasilkan kapitalisme. Negara – negara pinggiran ini, setelah disentuh oleh kapitalis maju, akan bangun dan berkembang mengikuti jejak Negara – negara kapitalis maju. Namun terdapat kritikan mengenai teori tersebut, bahwa negara-negara pinggiran yang pra-kapitalis mempunyai dinamika sendiri yang bila disentuh oleh Negara – negara kapitalis maju, akan berkembang secara mandiri. Justru karena Negara – negara kapitalis maju ini perkembangan Negara – negara pinggiran menjadi terhambat.
Dos Santos menguraikan 3 bentuk ketergantungan:
1. Ketergantungan Kolonial
Terjadi penjajahan dari negara pusat ke negara pinggiran. Kegiatan ekonominya adalah ekspor barang-barang yang dibutuhkan negara pusat. Hubungan penjajah – penduduk sekitar bersifat eksploitatif.
2. Ketergantungan Finansial-Industrial:
Negara pinggiran merdeka tetapi kekuatan finansialnya masih dikuasai oleh negara-negara pusat. Ekspor masih berupa barang – barang yang dibutuhkan negara pusat. Negara pusat menanamkan modalnya baik langsung maupun melalui kerjasama dengan pengusaha lokal.
3. Ketergantungan Teknologis-Industrial:
Bentuk ketergantungan baru. Kegiatan ekonomi di negara pinggiran tidak lagi berupa ekspor bahan mentah untuk negara pusat. Perusahaan multinasional mulai menanamkan modalnya di negara pinggiran dengan tujuan untuk kepentingan negara pinggiran.

Meskipun demikian teknologi dan patennya masih dikuasai oleh negara pusat. Dos Santos membahas juga struktur produksi dari sebuah proses industrialis, bahwa:
1. Upah yang dibayarkan kepada buruh rendah sehingga daya beli buruh rendah.
2. Teknologi padat modal memunculkan industri modern, sehingga: Menghilangkan lapangan kerja yang sudah ada. Menciptakan lapangan kerja baru yang jumlahnya lebih sedikit. Larinya keuntungan ke luar negeri membuat ketiadaan modal untuk membentuk industri nasional sendiri. Oleh sebab itu, kapitalisme bukan kunci pemecahan masalah melainkan penyebab munculnya masalah ini.
Henrique Cardoso dengan gagasannya “Associated-Dependent Development” menyatakan bahwa produksi dapat dilakukan di Negara – negara pinggiran karena adanya perlindungan sistem paten. Selain itu kebijakan proteksi dan bea masuk mendorong perusahaan multinasional untuk membangun perusahaan di negara pinggiran. Meskipun demikian, industrialisasi di negara pusat dan pinggiran tetap berbeda. Sifat – sifat industrialisasi di negara pinggiran adalah sebagai berikut:
• Ketimpangan pendapatan yang makin besar.
• Menekankan pada produksi barang – barang konsumsi mewah dan bukan barang – barang yang dibutuhkan rakyat.
• Mengakibatkan utang yang semakin tinggi jumlahnya dan menghasilkan kemiskinan.
• Kurang terserapnya tenaga kerja.
Peter Evans dengan gagasannya “Dependent Development” menyatakan bahwa produksi sudah diserahkan ke negara pinggiran karena adanya kemajuan teknologi dan menguatnya rasa nasionalisme negara pinggiran. Dalam dependent development terjadi pembangunan industrialisasi di negara pinggiran dengan kerjasama borjuis lokal, muncul perusahaan multinasional raksasa, otak perusahaan tersebut berada di negara pusat dan cabang – cabang yg ada di negara pinggiran hanya boleh mengambil keputusan operasional di cabang tersebut.
Kerjasama antara pemerintah lokal dan modal asing bersifat kerjasama ekonomi sehingga mendorong terjadinya proses industrialisasi. Sedangkan kerjasama antara pemerintah dengan borjuis local bersifat politis untuk mendapatkan legitimasi politik, kaitannya dengan nasionalisme negara tersebut. Nasionalisme yg ada di negara pinggiran tidak dimaksudkan untuk membuat negara tersebut menjadi mandiri tetapi sebagai alat untuk memeras perusahaan multinasional tersebut.
Robert A. Packenham (1974), mengajukan kritik atas teori ketergantungan dengan menyebutkan kekuatan teori ketergantungan dan kelemahan teori ketergantungan.
 Menurut Packenham, kekuatan teori ketergantungan antara lain:
• Menekankan pada aspek internasional.
• Mempersoalkan akibat dari politik luar negeri (industri terhadap pinggiran).
• Mengkaitkan perubahan internal negara pinggiran dengan politik luar negeri negara maju.
• Mengaitkan antara analisis ekonomi dengan analisis politik.
• Membahas antarkelas dalam negeri dan hubungan kelas antarnegara dalam konteks internasional.
• Memberikan definisi yang berbeda tentang pembangunan ekonomi (tentang kelas – kelas sosial, antardaerah dan antarnegara).
 Sedangkan kelemahan teori dependensi antara lain:
• Hanya menyalahkan kapitalisme.
• Konsep kunci yang kurang jelas termasuk istilah “ketergantungan”.
• Ketergantungan dianggap sebagai konsep yang dikotomis.
• Tidak ada kemungkinan lepas dari ketergantungan.
• Ketergantungan dianggap sebagai sesuatu yang negatif.
• Ketergantungan tidak melihat aspek psikologis.
• Ketergantungan menyepelekan konsep nasionalisme.
• Teori Ketergantungan sangat normatif dan subyektif.
• Hubungan antarnegara dalam teori ketergantungan bersifat zero-sum game (kalau yang satu untung, yang lain rugi), padahal kenyataannya tidak ada hubungan yang bersifat seperti itu.
• Karena konsepnya tidak jelas maka tidak dapat diuji kebenarannya, sehingga teori ini menjadi tautologies (selalu benar).
• Menganggap aktor politik sebagai boneka dari kepentingan modal asing.
• Kajian yang kurang rinci dan tajam akibatnya teori ini kurang dapat dipergunakan untuk menganalisis dengan tajam.
Teori ketergantungan dari John A Hobson. menjelaskan imperialisme dan kolonialisme melalui motivasi keuntungan ekonomi. Teori ini merupakan kelompok teori Gold, yang menjelaskan, bahwa terjadinya imperialisme karena adanya dorongan untuk mencari pasar dan investasi yang lebih menguntungkan. Ketika pasar dalam negeri telah jenuh atau pasar dalam negeri terbatas, maka mereka mencari pasar baru di Negara – negara lain. Menurut Vladimir Ilich Lenin, imperialisme merupakan puncak kapitalisme. Kapitalisme yang semula berkembang dari kompetisi pasar bebas, mematikan perusahaan – perusahaan lain dan memunculkan kapitalisme yang menguasai pasar. Walaupun bentuknya pada jaman sekarang ini tidak menggunakan armada militer, namun dampaknya tetap saja merugikan negara yang menjadi objek penanaman investasi mereka.
Teori ketergantungan pada dasarnya menyetujui, bahwa yang menjadi penyebab ketergantungan adalah kekurangan modal dan kurangnya tenaga ahli. Tetapi faktor penyebabnya adalah proses imperialisme dan neo imperialisme yang menyedot surplus modal yang terjadi di negara pinggiran ke negara pusat. Akibat pengalihan surplus ini, negara pinggiran kehilangan surplus utama yang dibutuhkan untuk membangun negerinya. Maka, pembangunan dan keterbelakangan merupakan dua aspek dari sebuah proses global yang sama. Proses global ini merupakan proses kapitalisme dunia. Di kawasan yang satu, proses itu melahirkan pembangunan, di kawasan yang lain, menyebabkan lahirnya keterbelakangan.
Keterbelakangan yang dialami oleh negara-negara berkembang yang telah secara intensif mendapat bantuan dari negara-negara maju menyebabkan ketidakpuasan terhadap asumsi – asumsi yang dikemukakan oleh teori modernisasi. Keadaan ini menimbulkan reaksi keras dari para pemerhati masalah – masalah sosial yang kemudian mendorong timbulnya teori dependensi. Teori ini menyatakan bahwa karena sentuhan modernisasi itulah Negara – negara dunia ke-tiga kemudian mengalami kemunduran (keterbelakangan), secara ekstrim dikatakan bahwa kemajuan atau kemakmuran dari negara-negara maju pada kenyataannya menyebabkan keterbelakangan dari Negara – negara lainnya (the development of underdevelopment); siapa sebenarnya yang menolong dan siapa yang ditolong ?. Andre Gunter Frank (1967) dianggap sebagai salah seorang tokoh pencetus teori Dependensi ini mengatakan bahwa keterbelakangan justru merupakan hasil dari kontak yang diadakan oleh Negara – negara berkembang dengan Negara – negara maju.
Asumsi dasar dari teori Dependensi mencakup: (1) Keadaan ketergantungan dilihat sebagai suatu gejala yang sangat umum, berlaku bagi seluruh negara dunia Ketiga; (2) Ketergantungan dilihat sebagai kondisi yang diakibatkan oleh ‘faktor luar’; (3) Permasalah ketergantungan lebih dilihat sebagai masalah ekonomi, yang terjadi akibat mengalirnya surplus ekonomi dari negara dunia Ketiga ke negara maju; (4) Situasi ketergantungan merupakan bagian yang tidak terpisahkan dari proses polarisasi regional ekonomi global; dan (5) Keadaan ketergantungan dilihatnya sebagai suatu hal yang mutlak bertolak belakang dengan pembangunan.
Teori Dependensi ini bukannya tanpa kekurangan, bahkan kritik yang dilomtarkan mungkin lebih banyak dari sanggahan terhadap teori Modernisasi (Suwarsono-So, 1991: 137). Salah satu persoalan yang luput dari perhatian teori Dependensi adalah kurangnya pembahasan tentang kolonialisme yang pernah tumbuh subur dikebanyakan negara-negara berkembang. Menurut perspeksif Dependensi, pemerintahan kolonial didirikan dengan tujuan menjaga stabilitas pemerintahan jajahan, dan pemerintahan ini tidak akan pernah dibentuk dengan tujuan untuk membangun negara pinggiran.
Dua orang pemerhati masalah pembangunan di Indonesia, Sritua Arief da Adi Sasono (1984) berusaha melihat masalah pembangunan ini dari sisi yang berbeda dengan apa yang dikembangkan Koentjaraningrat sebelumnya; mereka menggunakan teori Dependensi untuk menjelaskan persoalan pembangunan politikonomi Indonesia. Kajiannya dimulai dengan menguji kembali warisan kolonial Belanda yang ditinggalkan; seperti kebanyakan analisa sejarah yang lain tentang Indonesia, rentang weaktu kajian dimulai sejak diberlakukannya sistem tanam paksa. Bagi mereka, pelaksanaan tanam paksa dijadikan sebagai ‘pangkal tolak untuk melihat banguan struktural yang diwarisi Indonesia pada waktu negara ini merdeka’ (Suwarsono-So, 1991: 131).
Arief dan Sasono berpendapat bahwa sistem tanam paksa merupakan salah satu faktor terpenting yang bertanggung jawab terhadap berkembang suburnya keterbelakangan dan kemiskinan di Indonesia; selama masa tanam paksa tersebut telah terjadi pengalihan surplus ekonomi dari Indonesia ke Belanda dalam jumlah yang sangat besar. Disamping itu tanam paksa juga telah menjadikan semakin kecilnya jumlah petani yang berkecukupan, yang dengan kata lain telah membantu memperbanyak kaum ‘proletariat desa’. Dalam proses tanam paksa itu ternyata, fihak kolonial tidak ‘bekerja sendirian’, disini ada keterlibatan pemerintah lokal dalam membantu ‘keberhasilan’ sistem tanam paksa. ‘Dalam proses eksploitasi ini telah terjalin aliansi antara pemerintah kolonial Belanda di Indonesia …. Dan pihak – pihak penguasa feodal di Indonesia….’; pertalian kerja sama yang demikian tidak sulit untuk terjadi, keadaan mana membuat kaum aristokrat dan kaum feodal Indonesia memperoleh keuntungan ekonomis’ sekalipun jika dicermati, amat jauh lebih kecil bila dibandingkan dengan yang diterima oleh pemerintahan kolonial.
Dalam kajian kurun waktu yang berbeda Arief dan Sasono mencoba menguji proses pembangunan Indonesia setelah era kemerdekaan, khususnya pada masa pembangunan ekonomi pemerintahan orde baru; obyek kajiannya menggunakan lima tolok ukur, yang akhirnya pada suatu kesimpulan bahwa situasi ketergantungan dan keterbelakangan sebagian besar telah atau sedang mewujud di Indonesia. Lima tolok ukur yang digunakan yaitu:
pertama, pertumbuhan ekonomi, pada masa ini ditandai dengan semakin lebarnya perbedaan antara kelompok yang mampu dan kelompok yang tidak mampu dengan ciri golongan miskin ternyata menjadi semakin miskin; keadaan ini bisa terjadi karena hancurnya industri kecil di perdesaan diserta dengan berkurangnya kesempatan kerja di sektor pertanian dengan tidak diimbangi oleh timbulnya peluang kerja di sektor industri di perkotaan;
kedua, penyerapan tenaga kerja, Industri yang dikembangkan dengan semangat teknologi padat modal ternyata ‘tidak banyak menyerap tenaga kerja’, sementara sektor pertanian yang telah mengalami derasnya proses mekanisasi tidak lagi mampu menampung tenaga kerja sebesar yang pernah dimiliki pada masa sebelumnya. Dalam keadaan yang demikian, maka tenaga kerja tidak memiliki pilihan lain yang tersedia, kecuali tterjun dalam pasar tenaga kerja sektor jasa;
ketiga, proses industrialisasi, proses industrialisasi yang terjadi di Indonesia merupakan proses industri subtitusi impor yang dikembangkan memiliki sifat ketergantungan modal dan teknologi asing yang tinggi, dengan demikian pertumbuhan ekonomi yang terjadi bukan merupakan pertumbuhan ekonomi yang bersentrum kedalam negeri, dan tidak berdasar pada dinamika yang ada;
keempat, pembiayaan pembangunan, karena sifat pertumbuhan ekonomi yang dimiliki dan model industrialisasi yang dipilih, mau tidak mau, hanya memiliki satu pilihan yaitu kebutuhan untuk selalu memperoleh modal asing, fenomena yang jelas menggambarkan suatu ketergantungan kepada fihak lain;
kelima, persediaan bahan makanan, bahwa sampai akhir tahun 1970 ternyata bangsa Indonesia belum memiliki kemampuan swasembada pangan, sehingga tidk mengherankan bila banyak dijumpai kebijaksanaan yang mengarah pada pencapaian tujuan ini.
Satu hal yang menarik dalam kajian dari masalah – masalah sosial adalah terbukanya kemungkinan berbagai disiplin ilmu yang ternaung dalam rumpun ilmu – ilmu sosial untuk melakukan kajian terhadap satu persoalan yang sama menurut kerangka pendekatan masing – masing obyek perhatiannya. Terjadinya dinamika dalam masyarakat membuka dan mendorong masing-masing disiplin ilmu untuk mendinamisir teori – teori yang telah dikembangkannya, fenomena ini sebenarnya secara tidak lengsung sebagai tanggapan dari pandangan Thomas Khun (1966) tentang paradigma ilmu pengetahuan dalam “The Structure Of Scientific Revolution”. Banyaknya pendekatan terhadap satu masalah yang selama ini sebenarnya memberikan keuntungan bagi perkembangan ilmu sosial secara umum karena : (a) masalah itu dapat ditempatkan dan diterangkan secara proporsional dan obyektif; (b) setiap bidang ilmu saling berkontribusi dan melengkapi kekurangannya masing – masing; (c) teori-teori yang berkembang dalam ilmu sosial menjadi semakin kokoh.
Bangsa Indonesia tidak bisa luput dari fenomena pembangunan, cepat atau lambat, besar atau kecil, mudah atau sukar, proses pembangunan ini perlu untuk dilakukan. Berbagai cara untuk mencapainya diupayakan, yaitu dengan pemanfaatan secara optimal segala aspek sumber daya manusia dan sumber daya alam yang ada, sehingga mempunyai peran penting dalam lingkup lokal maupun global; sedemikian jauh jarak antara perbedaan tingkat kehidupan antara masyarakat Indonesia dengan masyarakat negara maju lainnya, sehingga ‘harus’ dilakukan semacam ‘percepatan’ perubahan. Bahkan Alisyahbana menekankan secara tegas, bahwa perubahan masyarakat Indonesia itu harus mengacu pada nilai – nilai intelektualisme, individuliasme, egoisme, dan materialisme seperti yang hidup pada masyarakat Barat, nilai – nilai mana yang dianggap ekstrim atau bahkan tabu oleh sebagian besar warga masyarakat Indonesia. Analisa tentang proses pembangunan itu tidak semudah pengerjaan di belakang meja dan menurut alur logika saja, karena proses ini mengandung berbagai nilai – nilai dan perkembangan yang sulit untuk diperhitungkan; fenomena mana yang menjadikan kajian tentang masalah – masalah sosial tidak kering dan mati.


TEORI PERTUMBUHAN LAINNYA
Pertumbuhan ekonomi adalah proses dimana terjadi kenaikan produk nasional bruto riil atau pendapatan nasional riil. Jadi perekonomian dikatakan tumbuh atau berkembang bila terjadi pertumbuhan outputriil. Definisi pertumbuhan ekonomi yang lain adalah bahwa pertumbuhan ekonomi terjadi bila ada kenaikan output perkapita. Pertumbuhan ekonomi menggambarkan kenaikan taraf hidup diukur dengan output riil per orang.
TEORI PERTUMBUHAN EKONOMI
TEORI ROSTOW
Teori tahap-tahap pertumbuhan ekonomi yang dicetuskan oleh W.W Rostow yang pada mulanya dikemukakan sebagai suatu artikel dalam economic journal dan kemudian dikembangkan lebih lanjut dalam bukunya; The Stage Of Economic Growth. Menurut Rostow proses perkembangan ekonomi dasar dapat dibedakan dalam lima tahap dan setiap negara di dunia dapat digolongkan ke dalam salah satu dari kelima tahap pertumbuhan ekonomi yang dijelaskannya. Kelima tahap pertumbuhan itu adalah ;
1. Masyarakat Tradisional (the traditional society)
2. Prasyarat untuk lepas landas (the precondition for take-off)
3. Lepas landas (take off)
4. Gerakan ke arah kedewasaan (the drive to maturity), dan
5. Masa konsumsi tinggi (the age of high mass consumption)
TEORI FREDERICH LIST
Frederich List menguraikan pertumbuhan ekonomi yang dialami suatu negara berdasarkan cara produksi (teknik produksi) dan mata pencaharian masyarakat. Frederich List membagi pertumbuhan ekonomi ke dalam tahapan yang bertingkat-tingkat seperti sebuah tangga sehingga disebut “Stuffen Theorien” (teori tangga).
1) Masa berburu dan mengembara
Pada masa ini manusia memenuhi kebutuhannya dengan berburu dan mengembara. Berburu dilakukan oleh laki-laki, sedang perempuan bertugas mencari umbi-umbian, buah dan sayuran. Jika hewan dan tumbuhan sebagai makanan telah habis di suatu tempat, mereka akan berpindah (mengembara) ke tempat lain, demikian seterusnya. Pada masa ini belum ada pertukaran, karena manusia hanya berusaha untuk memenuhi kebutuhan sendiri.

2) Masa beternak dan bertani
Pada masa ini manusia sudah mulai menetap di suatu tempat, mereka memenuhi kebutuhan hidup dengan cara beternak dan bertani. Binatang buruan yang diperoleh sebagian dipelihara untuk diambil daging atau telurnya. Umbi-umbian, buah, sayuran dan tanaman lain yang disukai ditanam agar suatu saat bisa dipanen dan dijadikan bahan makanan. Karena tinggal menetap maka pada masa ini mulai timbul perkampungan atau desa-desa.
3) Masa bertani dan kerajinan
Pada masa ini, selain bertani manusia sudah mulai mengembangkan kerajinan yang ada hubungannya dengan pertanian, seperti pandai besi dan pertukangan. Kerajinan dikerjakan untuk memanfaatkan waktu luang setelah mengerjakan pekerjaan bertani.
4) Masa kerajinan, industri dan perniagaan
Pada masa ini, selain kerajinan manusia juga telah melakukan kegiatan industri (mendirikan pabrik-pabrik) dan perniagaan (perdagangan). Sehingga muncul kota-kota sebagai pusat industri dan perdagangan. Pada masa ini ilmu pengetahuan dan teknologi mengalami kemajuan yang cepat dan perdagangan tidak hanya bersifat nasional tetapi sudah bersifat internasional, karena didukung oleh alat-alat transportasi.
TEORI  HILDERBRAND
Pertumbuhan ekonomi berdasarkan alat ukur yang digunakan dalam perdagangan.
      Tahap pertumbuhan ekonomi menurut Bruno Hildebrand :
a.     Masa perekonomian barter
b.     Masa perekonomian uang
c.     Masa perekonomian kredit
TEORI KARL BUCHER
Karl Bucher menguraikan pertumbuhan ekonomi suatu negara berdasarkan hubungan produsen dengan konsumen. Menurut Karl Bucher, pertumbuhan ekonomi dibagi menurut tahap-tahap berikut:
1) Masa rumah tangga tertutup
Masyarakat berproduksi hanya untuk memenuhi kebutuhan kelompok sendiri. Pada masa ini keluarga mereka masih sangat sederhana. Oleh karena itu, kehidupan masih bersifat tertutup dan belum ada pertukaran antar desa atau antar kelompok.
2) Masa rumah tangga kota
Pertumbuhan jumlah penduduk mengakibatkan kelompok atau desa tidak dapat lagi memenuhi kebutuhannya sendiri. Sehingga, timbul pertukaran antar desa yang disebut dengan perdagangan. Pada masa ini, sebagian kelompok masyarakat membangun tempat khusus sebagai pusat perdagangan dan industri yang disebut kota. Selanjutnya, timbul hubungan dagang antara desa dengan kota.
3) Masa rumah tangga bangsa (kemasyarakatan)
Sesuai perkembangan zaman, pertukaran yang terjadi di satu kota sudah tidak mampu memenuhi kebutuhan penduduknya. Kadang-kadang suatu kota tidak dapat menghasilkan satu jenis barang dan barang tersebut harus didatangkan dari kota lain, sehingga terjadilah kegiatan perdagangan antar kota. Perdagangan ini meluas ke seluruh kota sehingga terbentuk satu kesatuan masyarakat yang melakukan pertukaran perdagangan antar kota dalam satu negara atau dalam satu bangsa.
4) Masa rumah tangga dunia
Pada masa ini, pertukaran atau perdagangan sudah melewati batas-batas negara karena antar negara ternyata saling membutuhkan. Perdagangan antar negara juga didukung dengan kemajuan IPTEK yang memudahkan manusia berhubungan dengan negara lain.
TEORI LEWIS
DUAL-SECTOR MODEL Sir W. Arthur Lewis Sir William Arthur Lewis, official Nobel Prize photo The dual-sector model is a model in developmental economics. It is commonly knownas the Lewis model after its inventor Sir William Arthur Lewis, winner of the Nobel MemorialPrize in Economics in 1979. It explains the growth of a developing economy in terms ofa labour transition between two sectors, the capitalist sector and the subsistence sector.HISTORY Initially the dual-sector model as given by W.A Lewis was enumerated in his articleentitled "Economic Development with Unlimited Supplies of Labor" written in 1954 by SirArthur Lewis, the model itself was named in Lewiss honor. First published in The ManchesterSchool in May 1954, the article and the subsequent model were instrumental in laying thefoundation for the field of Developmental economics. The article itself has been characterized bysome as the most influential contribution to the establishment of the discipline.
MODEL PERTUMBUHAN SEKTOR MODEN DI SEBUAH EKONOMI LEBIHAN BURUH 2 SEKTOR. Model tersebut mengandaikan ekonomi membangun ketika itu berlaku lebihan buruhyang kurang produktif dalam sektor pertanian. Buruh-buruh tersebut lebih tertarik denganpertumbuhan sektor industri yang menawarkan upah yang lebih tinggi Ia juga mengandaikanupah yang ditawarkan oleh sektor indutri adalah lebih tinggi atau kurang tetap. Pengusaha dalamsektor industri mendapat untung kerana mereka mengenakan harga yang lebih tinggi berbandingkadar upah yang tetap. Model tersebut mengandaikan untung tersebut akan dilabur semula dalampelaburan sebagai modal yang tetap. Sektor tradisional yang mempunyai penduduk terlalu banyak, MP buruh = 0 yangmembenarkan Lewis mengklasifikasikan sebagai lebihan tenaga buruh dengan anggapan ia bolehdikeluarkan tanpa menjejaskan output. Semua pekerja luar bandar berkongsi output secarasaksama supaya upah benar di luar bandar ditentukan oleh purata dan bukannya marginal produkburuh seperti dalam sektor moden. Kemudian, sektor moden yang mempunyai produktiviti tinggidi mana buruh dari sektor sara diri beransur-ansur dipindahkan. Fokus utama model ini ialahproses perpindahan penduduk dan pertambahan output dalam sektor moden. Kedua-dua prosesini disebabkan pertambahan output dalam sektor moden. Kelajuannya disebabkan kadarpelaburan industri dan pengumpulan modal dalam sektor moden. Pelaburan mungkin disebabkanlebihan keuntungan sektor moden yang melebihi upah dengan andaian kapitalis melabur semulasemua keuntungan. Lewis mengandaikan upah di bandar perlu lah 30% lebih dari pendapatanpurata luar bandar untuk mendorong pekerja pindah.
Rajah sebelah kanan atas menunjukkan bagaimana pengeluaran barang semakinbertambah dengan peningkatan input tenaga buruh. TPA bagi barang ditentukan dalam perubahanjumlah satu input berubah iaitu buruh (LA), kuantiti modal tetap (KA), dan teknologi tidakberubah (TA). Rajah sebelah kanan bawah kita mendapat keluk APLA dan MPLA yang berasaldari keluk TP. Lewis membuat 2 andaian tentang sektor tradisional iaitu terdapat lebihan tenagaburuh dengan anggapan MPLA = 0, yang kedua semua kerja luar bandar berkongsi output secarasaksama supaya upah benar di luar bandar ditentukan oleh purata dan bukannya MPL. Rajah sebelah kiri atas menggambarkan keluk TP bagi sektor moden. Jumlah produkadalah fungsi kepada input berubah buruh (LM), stok modal (KM) dan teknologi (tM). Dalammodel Lewis, stok modal dalam sektor moden dibenarkan meningkat akibat dari pelaburansemula keuntungan oleh kapitalis industri. Ini menyebabkan keluk TP rajah bahagian atas beralih
ke atas dari TPM (KM1) ke TPM (KM2) dan TPM(KM3). Wn dalam rajah bahagian kiri bawah adalahupah sebenar dalam sektor moden. Pada tingkat upah ini penawaran buruh diandaikan menjaditidak terhad atau anjal sempurna seperti ditunjuk WMSL. Dengan kata lain andaian Lewis bahawapada upah di bandar WM berada di atas pendapatan purata luar bandar WA, majikan sektormoden boleh mengambil sebanyak mana lebihan pekrja luar bandar tanpa bimbang terhadappeningkatan upah. Jumlah output sektor moden TPM1 ditunjuk oleh kawasan berlorek 0M1FL1, untung yangdilabur semula WMM1F, Upah yang akan dibayar kepada pekerja adalah sebanyak 0WMFL1. Olehsebab Lewis mengandaikan semua keuntungan dilaburkan semula, jumlah stok modal dalamsektor moden akan meningkat dari KM1 ke KM2 di mana ia mempengaruhi kenaikan dalam kelukpermintaan MP buruh. Peralihan keluar keluk permintaan ditunjuk oleh garis D2 (KM2) dirajahbahagian kiri bawah. Satu keseimbangan baru tahap pengambilan pekerja di sektor modendibuktikan di titik G denganpengambilan buruh di L2. Jumlah output meningkat kepada TPM2atau 0M2GL2 sementara upah yang akan diberi kepada pekerja sebanyak OWMGL2 dankeuntungan yang akan dilabur semula WMM2G. Dan proses ini akan berterusan sehinggakesemua keuntungan habis dilabur.
TEORI RANIS DAN FEI
Teori pertumbuhan ekonomi Ranis-Fei, seperti dapat disimpulkan dari namanya, di kembangkan oleh dua orang ahli ekonomi, yaitu Gustav Ranis jan John Fei. Teori tersebut pertamakali di kemukakan dalam tulisan mereka yang berjudul A Theory of Economic Growth,  yang diterbitkan dalam American Economic Review; dan selanjutnya disempurnakan dan dilengkapi lagi dalam buku mereka, Development of the labour Surplus Economy.

Teori Ranis dan Fei di maksudkan sebagai teori pertumbuhan untung Negara yang  menghadapi masalah kelebihan penduduk sehingga menghadapi masalah pengganguran serius, dan kekayaan alam yang tersedia dapat dikembangkan sangat terbatas. Selain itu analisis Ranis dan Fei lebih banyak di berikan kepada perubahan – perubahan yang terjadi di sector pertanian. Model pertumbuhan ekonomi Ranis dan Fei secara lebih terperinci menunjukan pengaruh dari perubahan produktivitas tenaga kerja di sector kapitalis atau sector modern kepada corak proses pembangunan, akan tetapi juga menunjukan akibat kemajuan tingkat produktivitas kegiatan – kegiatan di sector pertanian terhadap pembangunan ekonomi yang akan tercipta. Analisis Ranis – Fei  juga menunjukan pengaruh dari pertambahan penduduk terhadap proses pertumbuhan ekonomi, pengaruh system pasar terhadap interaksi di antara sector pertanian dan industry dan jangka masa.

I.                    Perlunya Indikator Pembangunan
Indikator pembangunan sangat berguna untuk menganalisis dan mengevaluasi hasil-hasil pembangunan. Indicator pembangunan dapat memberikan gambaran mengenail lajunya perkembangan tingkat kesejahteraan masyarakat dan corak perbedaan tingkat kesejahteraan masyarakat yang terjadi di berbagai Negara. Selain itu, indikator pembangunan dapat juga di pergunakan untuk mengetahui syarat-syarat yang di perlukan oleh Negara sedang berkembang untuk menyamakan tingkat kehidupannya dengan Negara maju.
II.                  Indikator Moneter
Indikator Pembangunan Moneter :
1. Pendapatan perkapita
Pendapatan perkapita selain di gunakan sebagai indikator pembangunan dapat juga di pakai untuk membedakan negara kaya dan miskin. Pendapatan perkapita dapat memberikan gambaran tentang laju perkembangan tingkat kesejahteraan masyarakat.
2. indikator kesejahteran ekonomi bersih (net economic welfare)
Diperkenalkan William Nordhaus dan James Tobin (1972), menyempurnakan nilai-nilai GNP untuk memperoleh indikator ekonomi yg lebih baik, dengan dua cara :
a) koreksi positif :
memperhatikan waktu senggang (leisure time) dan perekonomian sektor informal.
b) koreksi negatif :
memperhatikan kerusakan lingkungan oleh kegiatan pembangunan. Dan biaya-biaya dari dampak pembangunan belum di masukkan dalam GAP, sehingga biaya tersebut harus di kurangkan dari GAP agar mendapat kesejahteraan ekonomi bersih.
III.                INDIKATOR SOSIAL
W. Beckerman melakukan survey mengenai usaha-usaha yang telah dilakukan oleh beberapa pihak dalam membandingkan tingkat kesejahteraan di berbagai negara.
Oleh Backerman dibedakan dalam 3 kelompok :
1. Usaha membandingkan tingkat kesejahteraan masyarakat di dua negara dengan memperbaiki cara perhitungan pendapatan nasional, dipelopori oleh Collin Clark dan Gilbert dan Kravis.
2. Penyesuaian dalam pendapatan masyarakat dibandingkan dengan mempertimbangkan unsur perbedaan tingkat harga berbagai negara.
3. Usaha untuk membandingkan indeks tingkat kesejahteraan dari setiap negara berdasarkan data yang tidak bersifat moneter (non monetary indicators).

Menurut Backerman cara yang paling sempurna adalah cara yang dilakukan oleh Gilbert dan kravis. Beckerman memberikan cara lain untuk membandingkan tingkat kesejahteraan masyarakat diberbagai negara, yaitu dengan Indikator non moneter yg disederhanakan (modified non-monetary indicators).

c. Jumlah surat dalam negeri pertahun

Use the given interrogative word (what, when, where, why, who, whom, whose, which, now etc.) if it does not begin with the helping verb.
Don‘t use ‘that’
Changing the reporting verb (say, said) into ‘ask’ or ‘enquire’ in its correct tense.

Add the word ‘very’ to the adjective or adverb if necessary.
If the verb is not given, use ‘Be’ form verb (is, was, are, were, am) in its correct tense according to the subject.
Change the reporting verb (say, said) to ‘exclaim joyfully’
Use ‘exclaim’ sorrowfully for sorrowful incidents.

I. Reported Speech
There are two ways of relating what a person has said: direct and indirect.
In direct speech we repeat the original speaker’s exact words:
He said, “I have written the exercise”.
The direct speech is found in conversations in books, in plays and quotations.
In Indirect speech we give the exact meaning of a remark in speech, without necessarily using the speaker’s exact words.
He said that he had written the exercise.
II. Look at the following examples of Direct and Indirect Speech:
1. He said, “John will be in London on Tuesday.”.
He said that John would be in London on Tuesday.
2. “I never eat meat”, he explained.
He explained that he never ate meat.
3. He said, “I wish I knew.”.
He said that He wished he knew.
4. She says, “I shall be there.”.
She said that she will be there.
5. He said, “She is coming this week.”.
He said that she was coming that week.
6. He said, “I bought this pearl for my mother.”.
He said that he had bought that pearl for his mother.
7. He said, “Where is she going?”.
He asked where she was going.
8. He said, “Lucy, when is the next bus.”.
He asked Lucy when the next bus was.
9. ”Is anyone there?” she asked.
She asked if anyone was there.

III. Reported Speech - Mixed Type
1. “I don’t know the way. Do you?” he asked.
He said that he didn’t know the way and asked her if she did.
2.She said, “Oh! It’s a snake. Don’t go near it, children.”
She exclaimed with disgust that it was a snake and told the children not to go near it.
3. “I the floods get any worse we must leave the house”, he said.
(must = will have to)
He said that if the floods got any worse they would have to leave the house.
4. “I have just received a letter”, he said; “I must go home at once”.
He said that he had jus treceived a letter and would have to go home at once.
(i) In all these sentences the reported part has more than one clause and tense. So both the parts need attention to be converted into the Indirect speech from the Direct. This type of sentence is called Mixed Type.
(ii) When statements and questions are mixed, each section must be introduced by an appropriate verb, viz. tell, say, explain, remark etc., for statements and ask, enquire, want to know, wonder etc., for questions. A useful connective device for plus statement is ”adding that”...
eg. “I’m off to the pictures. Where are you going?”

Whatever may be the tense of the Reporting Sentence, if the Reported Sentence tells a universal fact, no change is made in the tense of the Reported Sentence.
Example No. 1:
Direct Speech:
the mohter is saying to the child, “The third day of the week is Tuesday.”.
Step 1: The Reported Sentence is: “The third ... .... Tuesday.”
Step 2: It is a Statement and a universal fact.
Step 3: So, the conjunction word is -- “that”.
Step 4: ‘is saying to’ changes into ‘is telling’.
Step 5: No change of pronoun.
Step 6: It is a universal fact. So, no change of tense is necessary.
Step 7: No change of extension.
Now, the Indirect Speech is:
The mother is telling the child that the third day of the week is Tuesday.
Example No. 2:
Direct Speech:
The History teacher says, “Megellan was the first navigator ot come around the world.”.
Step 1: The Reported Sentence is: “Megellan ... .... world.”
Step 2: It is a statement.
Step 3: The conjunction word is -- “that”.
Step 4: ‘Says’ does not change. Use it as it is.
Step 5: There are no pronoun to get changed.
Step 6: No change of tense is made.
Step 7: No extensive word to get changed.
Now, the Indirect Speech is:
The History teacher says that Megellan was the first navigator to come around the world.
The following models have been answered for you:
1. The teacher has said to the pupils, “Sea-water is different from the river water.”.
The teacher has told the pupils that sea-water is different from river water.

Here, we do not consider the changes under all the rules separately. We will consider them under two divisions.
You know the two types of Interrogative Sentences:
Inverted questions requiring ‘Yes’ or ‘No’ answers -- 1st type.

At first we shall deal with the First type:

Direct Speech: The boy said to the fruit-seller, “Are all these mangoes sweet?”
Step 1: Identify the Reported Sentence.
Step 2: Know what kind of sentence the Reported Sentence is.
Step 3: Look for the correct Conjunction.
(The Conjunction of the First type is “If or Whether”)
Step 4: Change of ‘said to’ -- Since it is an interrogative sentence ‘said to ’ changes into ‘asked’.
Step 5: Look for the change of pronouns.
Step 6: Look for the change of tenses.
The Reported Sentence is in past tense. The Reported Sentences is in present tense. So, the Reported Sentence should be changed into past tense, corresponding to the tense, of the Reporting Sentence.
The verb is ‘are’ -- Its past tense is ‘were’.
Step 7: Look for the change of extension words.
‘These’ changes into ‘those’.
The Indirect Speech is:
The boy asked the fruit-seller if all those mangoes were sweet.
Example No 2:
Direct Speech : The grandfather said to his grandsons, “Did you not like my story yesterday?”
Step 1: The Reported Sentence is: “Did you ... day?”
Step 2: It is an Interrogative Sentences. It is of the First type.
Step 3: So its conjunction word is: If or Whether.
Step 4: So ‘said to’ changes into ‘asked’.
Step 5: Look for the pronouns.
(i) The first one is: ‘You’ (subject)
‘You’ -- refers to grandsons. They are in the third person plural number.
So the third person of ‘You’ (subject, plural)
It is -- ‘they’. ‘You’ changes into ‘they’.

(ii) The next on is ‘My’.
‘My’ -- refers to ‘the grandfather’ -- in the third person.

The passive voice is a grammatical construction (specifically, a "voice"). The noun or noun phrase that would be the object of an active sentence (such as Our troops defeated the enemy) appears as the subject of a sentence with passive voice (e.g. The enemy was defeated by our troops).
The subject of a sentence or clause featuring the passive voice typically denotes the recipient of the action (the patient) rather than the performer (the agent). The passive voice in English is formed periphrastically: the usual form uses the auxiliary verb be (or get) together with the past participle of the main verb.
For example, Caesar was stabbed by Brutus uses the passive voice. The subject denotes the person (Caesar) affected by the action of the verb. The agent is expressed here with the phrase by Brutus, but this can be omitted. The equivalent sentence in active voice is Brutus stabbed Caesar, in which the subject denotes the doer, or agent, Brutus. A sentence featuring the passive voice is sometimes called a passive sentence, and a verb phrase in passive voice is sometimes called a passive verb.[1]
English allows a number of passive constructions which are not possible in many of the other languages with similar passive formation. These include promotion of an indirect object to subject (as in Tom was given a bag) and promotion of the complement of a preposition (as in Sue was operated on, leaving a stranded preposition).[2]
Use of the English passive varies with writing style and field. Some publications' style sheets discourage use of the passive voice,[3] while others encourage it.[4] Although some purveyors of usage advice, including George Orwell (see Politics and the English Language, 1946) and William Strunk, Jr. and E. B. White (see The Elements of Style, 1919), discourage use of the passive in English, its usefulness is generally recognized, particularly in cases where the patient is more important than the agent,[5] but also in some cases where it is desired to emphasize the agent.
Identifying the English passive

The passive voice is a specific grammatical construction; not every expression that serves to take focus away from the performer of an action is classified as an instance of passive voice. The essential components of the English passive voice are a form of the auxiliary verb be (or sometimes get[6]), and the past participle of the main verb denoting the action. For example:
... that all men are created equal...[7]
We have been cruelly deceived.
The captain was struck by a missile.
I got kicked in the face during the fight.
(For exceptions, see Additional passive constructions below.) The agent (the doer of the action) may be specified, using a prepositional phrase with the preposition by, as in the third example, but it is equally possible to omit this, as is done in the other examples.
A distinction is made between the above type of clause, and those of similar form in which the past participle is used as an ordinary adjective, and the verb be or similar is simply a copula linking the subject of the sentence to that adjective. For example:
I am excited (right now).
This would not normally be classed as a passive sentence, since the participle excited is used adjectivally to denote a state, not to denote an action of excitation (as it would in the passive the electron was excited with a laser pulse). See Stative and adjectival uses below.
Sentences which do not follow the pattern described above are not considered to be in the passive voice, even if they have a similar function of avoiding or marginalizing reference to the agent. An example is the sentence A stabbing occurred, where mention of the stabber is avoided, but the sentence is nonetheless cast in the active voice, with the verbal noun stabbing forming the subject of the simple past tense of the verb occur. (Similarly There was a stabbing.) Occasionally, however, writers misapply the term "passive voice" to sentences of this type.[8] An example of this loose usage can be found in the following extract from an article from The New Yorker about Bernard Madoff (bolding and italics added; bold text indicates the verbs misidentified as passive voice):
Two sentences later, Madoff said, "When I began the Ponzi scheme, I believed it would end shortly, and I would be able to extricate myself, and my clients, from the scheme." As he read this, he betrayed no sense of how absurd it was to use the passive voice in regard to his scheme, as if it were a spell of bad weather that had descended on him . . . In most of the rest of the statement, one not only heard the aggrieved passive voice, but felt the hand of a lawyer: "To the best of my recollection, my fraud began in the early nineteen-nineties."[9]
The intransitive verbs would end and began are in fact in the active voice. Although the speaker uses the words in a manner that subtly diverts responsibility from him, this is not accomplished by use of passive voice.[10]
Reasons for using the passive voice

The passive voice can be used without referring to the agent of an action; it may therefore be used when the agent is unknown or unimportant, or the speaker does not wish to mention the agent.[5]
Three stores were robbed last night. (the identity of the agent may be unknown)
A new cancer drug has been discovered. (the identity of the agent may be unimportant in the context)
Mistakes have been made on this project. (the speaker may not wish to identify the agent)
The last sentence illustrates a frequently criticized use of the passive – the evasion of responsibility by failure to mention the agent (which may even be the speaker himself).[11]
Agentless passives are common in scientific writing, where the agent may be irrelevant:
The mixture was heated to 300°C.
However the passive voice can also be used together with a mention of the agent, using a by-phrase. In this case the reason for use of the passive is often connected with the positioning of this phrase at the end of the clause (unlike in the active voice, where the agent, as subject, normally precedes the verb). Here, in contrast to the examples above, passive constructions may in fact serve to place emphasis on the agent, since it is natural for information being emphasized to come at the end:
Don't you see? The patient was murdered by his own doctor![12]
In more technical terms, such uses can be expected in sentences where the agent is the focus (comment, rheme), while the patient (the undergoer of the action) is the topic or theme[5] (see Topic–comment). There is a tendency for sentences to be formulated so as to place the focus at the end, and this can motivate the choice of active or passive voice:
My taxi hit an old lady. (the taxi is the topic, the lady is the focus)
My mother was hit by a taxi. (the mother is the topic, the taxi is the focus)
Similarly, the passive may be used because the noun phrase denoting the agent is a long one (containing many modifiers), since it is convenient to place such phrases at the end of a clause:
The breakthrough was achieved by Burlingame and Evans, two researchers in the university's genetic engineering lab.[11]
In some situations, the passive may be used so that the most dramatic word, or punchline, appears at the end of the sentence.
Style advice
Advice against the passive voice
Many language critics and language-usage manuals discourage use of the passive voice.[5] This advice is not usually found in older guides, emerging only in the first half of the twentieth century.[13] In 1916, the British writer Arthur Quiller-Couch criticized this grammatical voice:
Generally, use transitive verbs, that strike their object; and use them in the active voice, eschewing the stationary passive, with its little auxiliary its’s and was’s, and its participles getting into the light of your adjectives, which should be few. For, as a rough law, by his use of the straight verb and by his economy of adjectives you can tell a man’s style, if it be masculine or neuter, writing or 'composition'.[14]
Two years later, in the original 1918 edition of The Elements of Style, Cornell University Professor of English William Strunk, Jr. warned against excessive use of the passive voice:
The active voice is usually more direct and vigorous than the passive . . . This rule does not, of course, mean that the writer should entirely discard the passive voice, which is frequently convenient and sometimes necessary . . . The need to make a particular word the subject of the sentence will often . . . determine which voice is to be used. The habitual use of the active voice, however, makes for forcible writing. This is true not only in narrative concerned principally with action, but in writing of any kind. Many a tame sentence of description or exposition can be made lively and emphatic by substituting a transitive in the active voice for some such perfunctory expression as there is or could be heard.[15]
In 1926, in the authoritative A Dictionary of Modern English Usage (1926), Henry Watson Fowler recommended against transforming active voice forms into passive voice forms, because doing so "...sometimes leads to bad grammar, false idiom, or clumsiness."[16][17]
In 1946, in the essay Politics and the English Language, George Orwell recommended the active voice as an elementary principle of composition: "Never use the passive where you can use the active."
The Columbia Guide to Standard American English (1993) stated that:
Active voice makes subjects do something (to something); passive voice permits subjects to have something done to them (by someone or something). Some argue that active voice is more muscular, direct, and succinct, passive voice flabbier, more indirect, and wordier. If you want your words to seem impersonal, indirect, and noncommittal, passive is the choice, but otherwise, active voice is almost invariably likely to prove more effective.[18]
Krista Ratcliffe, a professor at Marquette University, notes the use of passives as an example of the role of grammar as "...a link between words and magical conjuring [...]: passive voice mystifies accountability by erasing who or what performs an action [...]."[19]
Advice in favor of the passive voice
Jan Freeman, a reporter for The Boston Globe, said that the passive voice does have its uses, and that "all good writers use the passive voice."[20] For example, despite Orwell's advice to avoid the passive, his Politics and the English Language (1946) employs passive voice for about 20 percent of its constructions. By comparison, a statistical study found about 13 percent passive constructions in newspapers and magazines.[5]
Passive writing is not necessarily slack and indirect. Many famously vigorous passages use the passive voice, as in these examples:
Every valley shall be exalted, and every mountain and hill shall be made low; and the crooked shall be made straight, and the rough places plain. (King James Bible, Isaiah 40:4)
Now is the winter of our discontent / Made glorious summer by this sun of York. (Shakespeare's Richard III, I.1, ll. 1–2)
For of those to whom much is given, much is required. (John F. Kennedy's quotation of Luke 12:48 in his address to the Massachusetts legislature, 9 January 1961.)[21]
Never in the field of human conflict was so much owed by so many to so few. (Winston Churchill addressing the House of Commons, 20 August 1940.)
Merriam–Webster's Dictionary of English Usage (1994) recommends the passive voice when identifying the object (receiver) of the action is more important than the subject (agent), and when the agent is unknown, unimportant, or not worth mentioning:
The child was struck by the car.
The store was robbed last night.
Plows should not be kept in the garage.
Kennedy was elected president.[5]
The principal criticism against the passive voice is its potential for evasion of responsibility. This is because a passive clause may omit the agent even where it is important:
We had hoped to report on this problem, but the data were inadvertently deleted from our files.[5][11]
(See weasel words.) However, the passive can also be used to emphasize the agent, and it may be better for that role than the active voice, because the end of a clause is the ideal place to put something you wish to emphasize, or a long noun phrase, as in the examples given in the previous section:
Don't you see? The patient was murdered by his own doctor!

Geoffrey Pullum writes that "The passive is not an undesirable feature limited to bad writing, it's a useful construction often needed for clear expression, and every good writer uses it."[12]
Passive constructions
Canonical passives
In the most commonly considered type of passive clause, a form of the verb be (or sometimes get) is used as an auxiliary together with the past participle of a transitive verb; that verb is missing its direct object, and the patient of the action (that which would be denoted by the direct object of the verb in an active clause) is denoted instead by the subject of the clause. For example, the active clause:
John threw the ball.
contains threw as a transitive verb with John as its subject and the ball as its direct object. If we recast the verb in the passive voice (was thrown), then the ball becomes the subject (it is "promoted" to the subject position) and John disappears:
The ball was thrown.
The original subject (the agent) can optionally be re-inserted using the preposition by.
The ball was thrown by John.
The above example uses the verb be (in the past tense form was) to make the passive. It is often possible to use the verb get as an alternative (possibly with slightly different meaning); for example, the active sentence "The ball hit Bob" may be recast in either of the following forms:
Bob was hit by the ball.
Bob got hit by the ball.
The auxiliary verb of the passive voice (be or get) may appear in any combination of tense, aspect and mood, and can also appear in non-finite form (infinitive, participle or gerund). See the article on English verb forms for more information. Notice that this includes use of the verb be in progressive aspect, which does not normally occur when be is used as a simple copula. Some examples:
The food is being served. (present progressive passive)
The stadium will have been built by next January. (future perfect passive)
I would have got injured if I had stayed in my place. (conditional perfect passive with get)
It isn't nice to be insulted. (passive infinitive)
Having been humiliated, he left the stage. (passive present participle, perfect aspect)
Promotion of indirect objects
Unlike some other languages, English also allows passive clauses in which an indirect object, rather than a direct object, is promoted to the subject. For example:
John gave Mary a book. → Mary was given a book (by John).
In the active form, gave is the verb; John is its subject, Mary its indirect object, and a book its direct object. In the passive forms, the indirect object has been promoted and the direct object has been left in place. (In this respect, English resembles dechticaetiative languages.)
It is normally only the first-appearing object that can be promoted; promotion of the indirect object takes place from a construction in which it precedes the direct object (i.e. where there is no to or for before the indirect object), whereas promotion of the direct object in such cases takes place from a construction in which the indirect object follows the direct (this time being accompanied by to or for; see English grammar: Verb phrases). For example:
John gave Mary a book. → Mary was given a book. (and not normally: ??A book was given Mary.)
John gave a book to Mary. → A book was given to Mary. (and not: *Mary was given a book to.)
Similar restrictions apply to the prepositional passive, as noted in the following section.
Prepositional passive
It is also possible, in some cases, to promote the object of a preposition. This may be called the prepositional passive, or sometimes the pseudo-passive[12] (although the latter term can also have other meanings, particularly in descriptions of other languages).
They talked about the problem. → The problem was talked about.
In the passive form here, the preposition is "stranded"; that is, it is not followed by an object.
The prepositional passive is common especially in informal English. However some potential uses appear grammatically unacceptable; compare the following examples given by Pullum:
Someone has slept in this bunk. → This bunk has been slept in. (fully acceptable)
Someone has slept above this bunk. → ??This bunk has been slept above. (barely acceptable)
The second sentence appears unacceptable because sleeping above a bunk does not change its state; the verb phrase been slept above does not express a "relevantly important property" of the bunk.[12]
It is not possible to promote a prepositional object if the verb also has a direct object; any passive rendering of the sentence must instead promote the direct object. For example:
Someone has put a child in this bunk. → *This bunk has been put a child in. (unacceptable)
Someone has put a child in this bunk. → A child has been put in this bunk. (acceptable)
Stative and adjectival uses
A type of clause that is similar or identical in form to the passive clauses described above has the past participle used to denote not an action, but a state being the result of an action. For example, the sentence The window was broken may have two different meanings:
The window was broken, i.e Someone or something broke the window. (action, event)
The window was broken, i.e. The window was not intact. (resultant state)
The first sentence is an example of the canonical English passive as described above. However the second case is distinct; such sentences are not always considered to be true passives, since the participle is being used adjectivally;[12] they are sometimes called false passives. If they are considered to be passives, they may be called stative (or static, or resultative) passives, since they represent a state or result. By contrast the canonical passives, representing an action or event, may then be called dynamic or eventive passives.
The ambiguity in such sentences arises because the verb be is used in English both as the passive auxiliary and as the ordinary copular verb for linking to predicate adjectives. When get is used to form the passive, there is no ambiguity: The window got broken cannot have a stative meaning. (For ways in which some other languages make this distinction, see Passive voice: Stative and dynamic passive.) If a distinct adjective exists for the purpose of expressing the state, then the past participle is less likely to be used for that purpose; this is the case with the verb open, for which there exists an adjective open, so the sentence The door was opened more likely refers to the action rather than the state, since in the stative case one could simply say The door was open.
Past participles of transitive verbs can also be used as adjectives (as in a broken doll), and the participles used in the above-mentioned "stative" constructions are often considered to be adjectival (in predicative use). Such constructions may then also be called adjectival passives (although they are not normally considered true passives). For example:
She was relieved to find her car.
Here, relieved is an ordinary adjective, though it derives from the past participle of relieve.[22] In other sentences that same participle may be used to form the true (dynamic) passive: He was relieved of duty.
When the verb being put into the passive voice is a stative verb anyway, the distinctions between uses of the past participle become less clear, since the canonical passive already has a stative meaning. (For example: People know his identity → His identity is known.) However it is sometimes possible to impart a dynamic meaning using get as the auxiliary, as in get known with the meaning "become known".[23]
Passive constructions without an exactly corresponding active
Some passive constructions are not derived exactly from a corresponding active construction in the ways described above. This is particularly the case with sentences containing content clauses (usually that-clauses). Given a sentence in which the role of direct object is played by such a clause, for example
They say (that) he cheats.
it is possible to convert this to a passive by promoting the content clause to subject; in this case, however, the clause typically does not change its position in the sentence, and an expletive it takes the normal subject position:
It is said that he cheats.
Another way of forming passives in such cases involves promoting the subject of the content clause to the subject of the main clause, and converting the content clause into a non-finite clause with the to-infinitive. This infinitive is marked for grammatical aspect to correspond to the aspect (or past tense) expressed in the content clause. For example:
They say that he cheats. → He is said to cheat.
They think that I am dying. → I am thought to be dying.
They report that she came back / has come back. → She is reported to have come back.
They say that she will resign. → e.g. She is said to be going to resign.
Some verbs are used almost exclusively in the passive voice. This is the case with rumor, for example. The following passive sentences are possible:
He was rumored to be a war veteran. / It was rumored that he was a war veteran.
but it is not possible to use the active counterpart *They rumored that he was a war veteran. (This was once possible, but has fallen out of use.)
Another situation in which the passive uses a different construction than the active involves the verb make, meaning "compel". When this verb is used in the active voice it takes the bare infinitive (without the particle to), but in the passive voice it takes the to-infinitive. For example:
They made Jane attend classes.
Jane was made to attend classes.
Double passives
The construction called double passive can arise when one verb appears in the to-infinitive as the complement of another verb.
If the first verb takes a direct object ahead of the infinitive complement (this applies to raising-to-object verbs, where the expected subject of the second verb is raised to the position of object of the first verb), then the passive voice may be used independently for either or both of the verbs:
We expect you to complete the project. (you is raised from subject of complete to object of expect)
You are expected to complete the project. (passive voice used for expect)
We expect the project to be completed. (passive voice used for complete; now the project is raised to object)
The project is expected to be completed. (double passive)
Other verbs which can behave similarly to expect in such constructions include order, tell, persuade, etc., leading to such double passives as The man was ordered to be shot and I was persuaded to be ordained.
Similar constructions sometimes occur, however, when the first verb is raising-to-subject rather than raising-to-object – that is, when there is no object before the infinitive complement. For example, with attempt, the active voice construction is simply We attempted to complete the project. A double passive formed from that sentence would be:
The project was attempted to be completed.
with both verbs changed simultaneously to the passive voice, even though the first verb takes no object – it is not possible to say *We attempted the project to be completed, which is the sentence from which the double passive would appear to derive.
This latter double passive construction is criticized as questionable both grammatically and stylistically. Fowler[24] calls it "clumsy and incorrect", suggesting that it springs from false analogy with the former (acceptable) type of double passive, though conceding its usefulness in some legal and quasi-legal language. Other verbs mentioned (besides attempt) with which the construction is found include begin, desire, hope, propose, seek and threaten. Similarly, The American Heritage Book of English Usage declares this construction unacceptable.[25] It nonetheless occurs in practice in a variety of contexts.[26]

Additional passive constructions
Certain other constructions are sometimes classed as passives. The following types are mentioned by Pullum.[12]
A bare passive clause is similar to a typical passive clause, but without the passive auxiliary verb (so it is a non-finite clause consisting of a subject together with a verb phrase based on a past participle with the passive construction). These can be used in such contexts as newspaper headlines:
City hall damaged by hail
and as modifiers (adverbial phrases), i.e. nominative absolutes:
Our work done, we made our way back home.
That said, there are also other considerations.
Other constructions are mentioned in which a passive past participial clause is used, even though it is not introduced by the auxiliary be or get (or is introduced by get with a direct object):
I had my car cleaned by a professional.
Jane had her car stolen last week.
You ought to get that lump looked at.
This software comes pre-installed by the manufacturer.
In the concealed passive, the present participle or gerund form (-ing form) appears rather than the past participle. This can appear after need, and for some speakers after want (with similar meaning). For example:
Your car needs washing. (meaning "needs to be washed"; some speakers might say needs washed)
That rash needs looking at by a specialist.
His hair wants cutting.
(An idiomatic expression with the same construction is ... doesn't bear thinking about.) The verbs need and want also have similar uses with an object:
I need/want my room painting.

Middle voice and passival
The term middle voice is sometimes used to refer to verbs used without a passive construction, but in a meaning where the grammatical subject is understood as undergoing the action. The meaning may be reflexive:
Fred shaved, i.e. Fred shaved himself
but is not always:
These cakes sell well, i.e. [we] sell these cakes [successfully]
The clothes are soaking, i.e. [the water] is soaking the clothes
Only certain verbs can be used with such meanings. However a more general construction, formerly used in English, was the passival, where the progressive aspect of a verb was used in the active voice, but with passive meaning. Examples of this would be:
The house is building (modern English: The house is being built)
The meal is eating (modern English: The meal is being eaten)

The passival was displaced in the early 19th century by the passive progressive (the form is being built as given above).[27][28] It has been suggested that the passive progressive appeared just to the east of Bristol and was popularized by the Romantic poets.[27][29] Only certain verbs can be used with passival-type sentences in modern English, such as the verb soak in the example given above.
